-LeMay stabilization The Curtis-LeMay Stabilization was the U.S. Air Force's solution to the challenging problem of sustaining long-term aircraft maintenance support in regions of high operational risk. This system was developed by the late General Curtis E. LeMay in 1950 and it optimizes the support capabilities of an aircraft while controlling the effort and investment. E-9 was the part of the Curtis-LeMay Stabilization that focused on providing organizational, materiel, and technical resources to ensure the aircraft were in proper condition for any necessary mission. This involved proper maintenance and training, ensuring maintenance personnel and equipment were available, and having a dedicated operational crew for any necessary turn-around times. E-9 also provided for any necessary spare parts, tools and materiel for quick repairs and replacements. To optimize this process, technical data aimed to support the maintenance and operation of aircraft were organized and made accessible for maintenance personnel and crew. These specified the necessary tools, tools, materials and more needed to operate and maintain the aircraft.
