The XC0900E-03S is an RF coupler manufactured by Anaren. It is a quadrature coupling device that has a 3dB coupling value over the frequency range of 0.8GHz to 1GHz. It has four pins that are configured in a CSMD T/R configuration. It is used to couple RF signals from one circuit to another in order to maintain signal integrity over the frequency range.
